Zelensky Asserts Absence of Explicit Security Pledge from Allies

President Zelensky has stated that European allies have failed to provide solid assurances that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.

His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

The Russian government has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to stand with Ukraine for the long-term".

He added: "It paves the way for the juridical structure under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"However, until we lack such security guarantees - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "90% ready".

Questions of land and defense pledges have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, though with more limited success.
